To promote co-creation by industry, government, academia and the private sector, the design skips the second floor to create a spiral configuration from the first floor that is open to local residents to the third floor where planning and development are conducted. An atrium and a light court have also been added. The result is a chain of co-creation spaces where individual settings are connected in complex ways, leading to serendipitous encounters between people and nature — a place where people are stimulated in both mind and body and able to work on health-related projects.
